The validity, reliability and usability of a test depends on the care with which the test is planned and prepared
Test planning involves the identification and specification of what is to be measured
It involves the following steps:
1. Determine the purpose of the test
E.g., whether to measure all domains of learners achievement, or is it to diagnose a particular learning problem?
2. Identify and define the learning outcomes to be measured by the test (the instructional objectives earlier stated )
3. Outline the subject matter (content) to be covered by the test
4. Prepare the table of specifications
5. Construct relevant test items based on the table of specifications
